When an admin approves a draft upgrade request, the workspace is created but does not adhere to organizational defaults (especially login rules). By default, workspaces created this way have social login enabled, which is opposite of what our organizational default is (SSO enabled).
Furthermore, it is not possible for the users to provide any additional info (e.g. billing info) or set any settings other than workspace language.
As a consequence, draft upgrade path is pretty much useless for organizations that need billing info and use SSO. The admins have to manually go after every workspace upgraded this way and handcraft the settings. Workspaces should at least apply the pre-set org defaults. As a bonus, upgrade request form could include other settings/fields in addition to language, e.g. billing.
