Exclude admins from automatic user deletion and anonymisation

It would be nice to have this addition to the logic either directly or as a toggle, so that admins are not deleted from active workspaces.

Another improvement suggestion is to reset the timer of automatic deletion when a user is restored. Currently, the use might be deleted again before they manage to log in after being restored.
