Bulk workspace page content export to PDF

A development request from a European network of local authorities (EU-funded projects):

They need to archive their course content for several years following completion to meet EU audit and compliance requirements.

Because they must provide proof of the actual course materials, the current Excel export is insufficient, as it only captures user-generated data rather than the workspace content itself.

While printing to PDF via a browser is currently possible, it must be done page-by-page. This is a highly manual and time-consuming process for workspaces with a large number of pages.

The request is to be able to export all content within a workspace into a single PDF (or a zip of PDFs) to ensure a complete record of the learning environment.
